Minimum drying time for rudder?

I'm going through the repair for rust streaks from the rudder.  Now that I've sucked out the water and flushed with denatured alchohol, what are your opinions on the minimum amount of time I can safely get by with before sealing the drill holes and filling the stock?

BTW, in Atlanta the weather is typically around 90 with 70-80% humidity.  Where the boat is sitting in the yard the rudder gets little to no direct sun.

As an aside, after days of trying everything I could think of to get the emergency tiller cap off, the only way to do it was to cut the sides and break it off in pieces.  Isn't it nice to have a boat by a builder that's still in business?
