Mine sits screwed into 3/8" thick block of white plastic to avoid the porblem you mention.  Yes, if there is water in the bilge it does not quite empty but it is very little water.   That same switch sitting on the bottom of the bilge would cycle as you mention.   Don't have to raise it much.

saw this on another site.  Many folks recommended it.  Haven't compared the specs to the other pumps so not sure if it has enough capacity.
