Removing Sikkens Cetol from non skid

Hi all,
Has anyone found a way to remove dried on Sikkens Cetol from nod-skid around teak grab rails on deck? Tried acetone, paint thinner, scraping, Orange stripper, with no real success.
Any suggestions? Thanks!
