Still wresting with understanding this thing....tons of info on web but can't find anything on how to use one. When the knurled screw is loosened, if water is present it is expelled...but when the water is drained, does fuel then come out? When I loosen the screw nothing comes out...is this normal?

Water is at the bottom of the bowl and will come out first. Fuel will come next and it is a good idea to drain a little to insure all the water is out. There is a vent on the top of the filter you need to open to break the vacuum and allow drainage.

When you are done with draining the bowl, make sure the vent is fully tightened.  If not you will suck air with the engine running causing a loss of power.  Very common source of losing power problems.  Some models have an o ring on the vent.  If your does, inspect it to make sure it is in good shape.

gwp : When you loosen the knurled knob on the bottom of the plastic bowl on the bottom half of the Racor filter, you will get water and some fuel. So drain it into a glass jar so you can see if you really have water - it will be very evident.

Then retighten that knurled knob or you will have a drip drip of fuel.  Bad mess and terrible smell !!  I always tape a piece of paper towel on the bottom as a check!
