Universal Engine loaded up and stalling out

A fellow Universal owner that a "mechanic" worked on has issues w/ it loading up and stalling:

Has anyone run across a similar issue on an older (non-B series) Universal?

The "mechanic":

R&R'd the Gear Cover to replace gaskets and the crank oil seal.
R& had a diesel shop rebuild the Injection Pump and Injectors.

The result:

Engine back together, IP and injectors serviced by an external company.
Started up and runs smoother, no leak (yet) from the crank seal.
Everything seemed good until I rev'd up and put it in gear.

Put it in forward and the Universal sounds like a huge load put on it. It stutters and dies.
Try again in reverse, same thing.

Checked the prop -- spins freely, no weeds.
Checked the transmission fluid, ok.
Twenty years from now you'll be more disappointed by the things you didn't do, than by the ones you did.

The injection pump timing comes to mind, but no first hand knowledge with your exact scenario.

Ken : I also will say "Injection pump"  The first question to ask that mechanic - "Did you use the same shim on the top (0f the engine block that the pump sets on) so that timing was the same?"   If he took off the old shim then he needs to retime the engine.-- Good Luck!!

Thank guys.  I will pass those on.

Timing shims was my first thought -- along with governor/throttle springs when the so-called "mechanic" replaced the gear cover.

A key constraint is the guy is very cryptic when it comes to explaining what exactly he has done.  That, coupled with the "mechanic" being who first screwed up reinstalling the cover the first time and caused the seal to leak, just exacerbates the frustration -- but the choice of "mechanics" is very limited.  I suspect he hammered it in (did not press in) and lost the encompassing spring on the back of the seal.
