Robert - Thanks for the additional information. I also found the blow up diagram but was not sure what the function of the spring.  In the end, I just left it and just re-installed the pump. Hopefully, it will find it way back to its natural position.

Problem Fixed:  After getting the pump re-built at Baltimore Diesel (under $300.00 and fixed w/ in two days) I reinstalled the pump which was very straight forward.  Put all the other parts back, bled the injectors while cracking, got the engine running, and went for a sail.

Below is a picture of the name plate on the injection pump. Baltimore Diesel did a nice job of cleaning it up.
