I may be dense, but what is a "tiller opening tool"?

I think Susan was looking for the "Spanner Wrench"   If you do a search of this site you get a few good hits.  FWIW I bought a Groco wrench.  Was concerned about having to use the OEM tool in an emergency.

My confusion, as I believe there is no such tool required on Mark
I boats (up to hull #1027)? Emergency tiller "arm" (short piece of aluminum tubing) inserts into rudder post cap in cockpit floor.

Boats with a walk thru transom have a stainless "beckson" type plate to remove to use the emergency rudder.  I have the oem and wood with bolts type on board.
