DAVE..... I've only had the boat for a year I didn't do the repair. I had the keel bolts tightened and was shocked to see that they needed a full turn or more. the water seeping from the old repair stopped after the keel bolt tightening.
My boat is a 1988. I would recommend that keel bolts be checked at haulout. Thanx for your reply ........PAUL

Ron..... Thanx for the reply.  I have a fin keel. The smile looks like it has been repaired by P/O. The repair still looks solid, but there were a few drops of water seeping from the seam on haulout. The seeping Stopped after the keel bolts were tightened. Yard people said don't worry about it. Should I?........Thanx PAUL.
