New Packing

I have not changed my packing be for will I need 1 or 2 packing nut wrenches?

You can get by with one packing nut wrench (for the smaller lock nut) if you have something else, like a Channel Lock #440 or a pipe wrench or strap wrench, to hold the larger gland sleeve/nut.
You don't actually need a packing nut wrench, but they work best.  The important thing is not to bugger up the flats on the thinner lock nut.
