swim ladder locking lever plastic coating

Well, winter's coming and I'm looking over Shamrock for winter things.  The plastic on the keeper lever for the swim ladder has seen better days.  Has anyone use the plastic dip to renew?  Brand name and any hints please.

How bout adhesive heat shrink tubing?

There's a dip rubber or a spray can of the same product.  Not sure what colors are available in the spray version.
