I did mean 14 volts sorry
Working from the simple i did have a cabin light where the switch was giving me problem will start there.
Did talk to a dock master friend and did remind me that this was an exceptional hot summer and in FL kills the batteries

Paul : Invest in a hand held multimeter and measure the voltage at each battery.  Also make sure (if they are flooded batteries that the plates are covered with fluid. Add distilled H2O if necessary.

Also Look at your ground connections at the batteries and on the engine!!  2 four D batteries @ 14 V surely should be able to turn that small engine over!?!

Got the boat to start used a jump starter it is the batteries.

Paul : Couldn't you just plug into shore power and let that AC charger bring up your batteries?

Found problem started at battery had a bad battery cable could not tell until I removed them.
Everything checked out.
