Title: Help! Switches Under Cockpit Gauges

There are two switches under our cockpit gauges.  One is a toggle that controls the blower (why is there a blower for a diesel engine?) and the other is a mystery...can you tell me what it controls and what it does?  I'm guessing it turns on the gauge lights...which have never worked.

On my 1991 MK1 1/2, it controls the small cockpit courtesy lights.

On our panel there is the blower switch and next to it is a 10 amp breaker covered with a clear plastic bubble.
