Best penetrating oils and cable lubricants in a salt environment?

I check the invoice; $850 for the job. $50 of which is the cable and fasteners. The labor included the installation and smoothing the run as well as smoothing the throttle run, and testing. I don't know what the labor rate was, so I can't calculate the hours it took. Hope that helps.
