Has anyone relocated the engine stop cable from the instrument panel?
I find the kill cable being attached to the in instrument panel a PIA when I need to get the the back of the instrument panel.

You can replace the flat frame panel tray with one designed with an angled flat to mount the stop cable.

I've seen one owner who had it thru the bottom frame of the tray but of course it stuck out pretty far.

Another option is to install a Kubota electric stop solenoid on the stop lever but of course that adds one level of complexity (but eliminates rusted/sticky cable issues.)

Twenty years from now you'll be more disappointed by the things you didn't do, than by the ones you did.

Paul : Guess I don't understand your problem?

All I do to remove the instrument panel is to take out the panel screws, then slightly tilt the top of the panel and it comes right out!!
