Just wanted to add a data point.  While I had the rudder out, I decided to change my original brass pins.  Ordered the kit from Edson, think it was $46 plus shipping.  Got the old pins home, cleaned them up and I can see where the pulley was rubbing, but there is almost no wear, not measureable with a micronmeter, but very slightly visibile when held against a straight edge.  Think they would have lasted another 26 years without a problem.

If you still have the brass pins, I would inspect before I ordered the replacement.  The pins are held in position so they don't rotate.  If you do have some slight wear, it would be easy to turn the pins 180 degrees and get many more years out of them.  Another thought, the cables don't have to be banjo string tight.  As long as all the the slack is out of them, there should be minimal play in the steering.
